Updated MTO Ontario Structural Inspection Manual (OSIM) 2026

The OSIM was last updated in 2018. This 2026 update focuses on modernizing the document, improving clarity, and making the manual significantly more intuitive for both new and experienced inspectors. A major objective of the update was to reorganize the structure of OSIM so that users can more easily understand the purpose of inspections, required inspection frequencies, and the roles of various inspection types (Part 1). 

To complement this restructuring, substantial enhancements were made throughout Part 2, which guides inspectors through the execution of detailed visual inspections. Material defect information from Part 1 was consolidated into updated condition state tables, and new guidance was added on technologies such as drones and infrared thermography, qualifications for inspectors, and inspection of critical elements. Several technical sections were expanded or clarified, including guidance on Alkali Aggregate Reaction versus Delayed Ettringite Formation, new FRP material defect information, and examples showing how element transition through condition states. Inspection forms were also updated for consistency across OSIM and the Bridge Management System, with recommended work removed and a new Special Inspection Notes field added.

Updates to Part 3 included the addition of a new water-testing section and removal of outdated appraisal index content. Overall, the 2026 OSIM update significantly improves the document’s organization, consistency, and usability while aligning it with modern inspection practices and technologies.
