All reference to AASHTO TP114 are being replaced with AASHTO T407 (Standard Method of Test for Determining the Interlayer Shear Strength (ISS) of Asphalt Pavement Layers) in OPSS 308 and CAIS 308. AASHTO TP 114 was a provisional standard that is now adopted as full AASHTO Standard T407 with no technical changes.

This draft of the Structural Manual includes Revision #61, and the final version of this draft is intended to supersede the previous edition.  The major change is adoption of S6-25 along with other updates focused on the durability. Few minor clarifications & corrections have also been made. 

Due to file size limitation the manual is being posted into two parts. The final copy of the Manual will be published as single document.

Standard Special Provision 103S57 for OPSS 366 has been prepared to clarify the requirement for repairing concrete pavement and concrete base. As part of the specification publication process, Engineering Materials Office (EMO) Concrete Section and Pavements Section are posting the draft standard special provision for external stakeholder consultation prior to its publication in November 2025.

The comments received from industry partners were very helpful and allowed MTO to refine and clarify the direction given in OPSS 710. Examples include minimum application temperatures, air compressor requirement, relative humidity requirement, glass bead rate for durables, recessing equipment and allowing grinding on final course HMA for durables removal.
