The changes to NSSP ENVR0014 have been made as a result of amendments to the excess soil regulation, the soil rules,and based on feedback of the previous version.
Following industry consultations, the draft specifications of OPSS 960, OPSS 1805 and OPSS 1863 have been updated to address feedback. The specifications will be published on the MTO’s Technical Publication website and implemented in CPS.
MTO intends to replace the use of the Hiley Dynamic Formula with High Strain Dynamic Testing (PDA) to control the installation of driven piles. The Hiley Dynamic Formula will only by used on an exception basis.
The Buy Ontario Act officially came into effect on December 11, 2025, and the Buy Ontario Procurement Directive, including the Capital Infrastructure component, will take effect for all new capital infrastructure improvements on April 13, 2026.
Corrections to typographical errors have been made with respect to Anti-Stripping Treatment (AST) and Asphalt Cement Anti-Stripping Treatment (AST-AC), as applicable in OPSS 1151, SSP 11F06, and CAIS 1151-01. In CAIS 1151-00, WBCMS has been replaced with CMS. The corrections do not constitute any technical changes to the specification.

NSP DB 1350 Material Specification for Concrete – Materials and Production has been updated for consistency with newly published OPSS.PROV 1350 (April 2025), to update payment adjustment $ values to reflect inflation and to add taking of RCP referee cores at the time acceptance cores are taken. As part of the specification publication process, Engineering Materials Office (EMO) Concrete Section is posting the draft specification for external stakeholders’ consultation prior to publication.
A Minister’s regulation is being proposed to make certain Ontario Provincial Standards for Municipal Road Construction (OPSS.MUNI) mandatory for municipalities.

This Special Provision (SP) amending OPSS 905 has been developed to assist the industry in implementing welding practices that comply with MTO requirements.
