This draft of the Structural Manual includes Revision #61, and the final version of this draft is intended to supersede the previous edition. The major change is adoption of S6-25 along with other updates focused on the durability. Few minor clarifications & corrections have also been made.
Due to file size limitation the manual is being posted into two parts. The final copy of the Manual will be published as single document.

The mandate of the Highway Maintenance Committee (HMC) is to provide an opportunity for joint discussions between the Ontario Road Builders’ Association (ORBA) and the Ministry of Transportation Ontario (MTO) to identify and address issues related to the maintenance industry in Ontario, with a focus on MTO highway maintenance contract delivery and administration

The Contract Management Office is responsible for:
The Corridor Management Office is responsible for legislation, policy and guidelines for Highway Corridor Management. Two primary functions – Land Development Review (municipal land use planning matters, development applications to municipality) and Highway Corridor Management Permits (application review and administration).
What we do:
The Maintenance Management Office is responsible for year-round maintenance of Ontario’s provincial highway network including snow and ice control, incident response, emergency repairs, electrical maintenance, bridge scaling, pavement markings etc.
The Highway Design Office has two sections:
The Design Standards Section develops policies, standards, guidelines and procedures for civil engineering, highway design and drainage design for provincial highways. It develops standards for highway geometrics, construction, design drainage, hydrology, landscape architecture, safety and new products.
The Standards Management Section (SMS) manages the development and implementation of specifications and documentation such as the Ontario Provincial Standards, Special Provisions, MTO Drawings, the Contract Design Estimating and Documentation (CDED) Manual, the Designated Sources for Materials (DSM) list, administration of the information in the Contract Preparation System (CPS), in the Technical Consultation Portal (TCP) and in the Technical Publications website.
The Traffic Office leads the development and implementation of policies, standards and guidelines for the design and application of traffic control and management on all roads within the Province of Ontario. The Traffic Office is also responsible for the development, review and interpretation of traffic guidelines and best practices for traffic operations and safety reviews on the provincial highway network.
The Engineering Materials Office (EMO) is responsible for:
Structures OfficeDevelopment and support of standards and specifications for design and construction of new structures to ensure structures are economical and adhere to codes and industry best practices.
- Structural Manual, Sign Support Manual and Culvert Manual - New standards for precast girders, expansion joints, bearings, traffic barriers, high mast light poles, etc.
- Develop and maintain Special Provisions related to structures - Contract Preparation System (CPS) issues related to structures - Designated Sources for Materials (DSM) Custodianship
