As part of the specification publication process, Engineering Materials Office (EMO) Concrete Section and Structures Office are submitting OPSS 1215 for external stakeholders’ consultation prior to publishing the updated version.
MTO has incorporated the comments received from the industry in the revised drafts of the drawings. These drawings will be later on published on MTO’s Technical Publication website.
Payment adjustment will be applied for granular sealer and tack coat based on changes of MTO’s PGAC price index. The PGAC price index as published monthly on the Contract Bulletin is compared to the price index prior to tender opening to determine the payment adjustment. The PGAC content in the materials (tack coat or granular sealer) is calculated based on the formulae in the NSSP, and the calculated PGAC will be used as the quantity to determine the payment adjustment for the tender item of granular sealer or tack coat.
Based on the feedback from the consultation process, the new Special Provision for Payment Adjustment for Changes in the Steel Price Index has been edited or clarifications were provided in response to comments where editing was not required. The special provision will be finalized and published as a SP199 series special provision.
This update is an administrative change to OPSS.PROV 100. Several Standard Special Provisions are rolled into the main specification, along with other administrative changes. It is posted as an exception since consultation for these SSPs were previously conducted.
MTO will implement the new Contract Administration (CA) Appraisal System to evaluate the Service Provider’s performance for CA assignments awarded on or after January 1, 2023. Previously awarded CA assignments shall continue using the CA-4 appraisal form.

Effective April 17, 2023, MTO will pause the use of the Corporate Performance Rating (CPR) from bid evaluations for Engineering Services Assignments, including Planning, Engineering and Construction Administration specialties. A minimum CPR of 2.5 will be required to bid. Ongoing review and consultation will occur to develop an improved CPR and appraisal system, while the CPRs are ‘naturally’ reset/ refreshed.

The posting to seek comments on the MTO Railway Guideline is now closed. The guidelines have been updated to address the comments submitted and will be published to the MTO Technical Publications website.
The specification known as OPSS 804 Seed and Cover is being changed to OPSS 803 Vegetative Cover. The main content change is the addition of nurse crops and several grass and forb seed mixes.
