Proposal details
This posting aims to seek feedback from industry stakeholders on the following key changes:
- The costs for referee testing are updated in consideration of inflation and increased costs of labour and materials. Referee tests are updated to be in line with QA testing. These updates are to ensure that referee testing is prioritized and streamlined to facilitate contract administration.
- The method of observation for the referee process, either remote or in-person, shall be selected by the ministry. When technicians of referee laboratories are not able to perform testing due to health issues, it significantly impacts contract administration on MTO contracts. Referee laboratories often change the health and safety protocol according to the current changing circumstances. Some referee laboratories even suspended in-person observation. The ministry keeps monitoring the changing laboratory protocol and selects appropriate method of observation to ensure that referee testing is observed safely according to Clause 4.0 of this SSP.
