Proposal summary
We want to update OPSS.PROV 100 - MTO General Conditions of Contract. With this, there are updates (mostly administrative) being made to the 100 series SP’s amending OPSS.PROV 100 MTO GCs and updates/new PH-CC Forms. CAIS documents will be updated under a separate notification.
Proposal details
OPSS.PROV 100 – MTO General Conditions of Contract is being updated with the following:
- Administrative updates,
- inclusion of 100 series SP language,
- clarification/addition of definitions,
- Clarification of intent of Abnormal Weather provision
- Clarification to Compensation Request process,
- Reorganization of the Dispute Resolution process,
- Update of the Commercial General Liability products and completed operations aggregate limit to $5M (from $2M) to match with the $5M per occurrence limit,
- Restructuring of the Critical Path Section (defining Critical Path, more detailed formatting requirements, new PH-CC form submission that summarizes schedule changes),
- Clarification to what constitutes as an environmental incident,
- Table added for advance payment for materials to clarify what will and what may be paid As a result of the MTO GC changes, it will amend a series of standard SP’s that amend OPSS.PROV 100, PH-CC forms. As well as CAIS 100 language, CAIS Template for Pre-Start, CAIS Template for Contract Progress:
- Delete or Archive PH-CC-775 Extensions of Time Request and Approval Form (Archive – no longer in use)
- PH-CC-850 Change Order, Additional Work – references updated
- PH-CC-851 Change Order, change in the Work – references updated
- PH-CC-857 Work Directive – references updated
- NEW PH-CC-910 Initial Critical Path Schedule Checklist (Replaces PH-CC-838 Preliminary Contractor Schedule Checklist)
- NEW PH-CC-911 Critical Path Schedule Summary of Revisions – intended to provide consistency in how critical path schedule changes are highlighted updated submissions.
