As a result of the comments, the draft NSSP has been updated in several locations or clarification was provided in response to the comments where updates were not required. The draft special provision will be finalized and published.
Decision details
Several comments pertained to the quality of the survey methods prescribed. As a result, several sections were updated to reflect the concerns brought forward.
One comment requested clarity with respect to the smoothness of the milled surface. The document was updated accordingly
Two comments requested additional wording with respect to the capability of the milling equipment however it was felt that the 5mm tolerance between the milled elevation and the DDM would effectively govern the capability of the equipment and no change was made.
One comment requested clarification with respect to how to measure elevation against the 5mm milled surface tolerance as a milled surface has a texture. Wording was added to clarify that the top of the milled surface is to be checked.
Other comments that did not result in updated to the draft NSSP were clarified appropriately in the responses.

Original proposal
Proposal details
Amendment to OPSS 510, Construction Specification for Removals, that requires Contractor design of the milled pavement surface and the use of automated machine guidance to accurately remove (mill) asphalt pavement partial depth to within 5 mm of the milled surface design elevation. The design of the milled surface is done by carrying out a high‐density road survey and designing the milled surface. The design file is uploaded to machine guidance equipment that shall be capable of precise three‐dimensional control of the milling equipment using satellite and local referencing. The amendment is best suited for design‐build contracts.
