The comments stated an overall opposition to the imposition of cross slope tolerance, recommended changes to requirements for enforcement of tolerance on binder courses, requested introduction of financial penalties in lieu of repair to out-of-tolerance cross slope, requested changes to notification timelines, retesting
of individual sublots within out-of-tolerance lots and relaxed timelines for diamond grinding.

Comments received

Effects of consultation

Public comments were received and responded to. MTO agreed to relax timelines for notification of out-of tolerance cross slope from one day to three days. MTO also agreed to allow for diamond grinding to take place at the end of a construction season when this is the accepted repair procedure. MTO has not changed
its position that a cross slope tolerance is required, and does not agree to impose a financial penalty in the event of out-of-tolerance cross slope. MTO also does not agree with the suggestion that individual sublots be re-tested and repaired in the event of a non-compliant lot. The current requirement to re-test the entire lot
is retained.

Proposal details

Update of SSP 103F56 to reflect change in cross slope tolerance to -0.3 / +0.6 over a lot, and -0.4 / +0.7 on a sublot on tangent and superelevated curves up to 5.6% superelevation. Superelevated curves over 5.6% retain the current +/- 0.3% over a lot and +/- 0.4% at a sublot to avoid potential oversteepening past 6%. CA notification of lot results has been adjusted to 3 business days from 1 and the requirement for written permission to allow traffic on a failed lot has been removed.
Update of PH-CC-886A and PH-CC-886B to reflect these changes.
Updated CAIS 313-06 to provide additional clarity on separating tangent and superelevated road segments with respect to assignment of lots.
Updated CDED B313 to provide designers with additional guidance to consider existing cross slope, thickness and pavement strategy when determining when to correct cross slope to design values or acceptable tolerances, and when to use SSP 103F56 in a contract.
