Consultation process

Learn how to consult with the Ministry of Transportation through this portal. This site is for input on the development and revision of technical documents related to provincial highway design, construction and operations.

How to set up alerts for notices 

Please find below the instructions for setting up alerts to receive email notifications on postings:

  1. Register as a TCP user and log into the account.
  2. Once in at the top right hand corner, hovering over to “Hi, Your Name”, and click “My account” under the drop down menu.
  3. Under “My account” page, scroll down to “Keyword alerts” section and click “Edit keyword alerts”.
  4. Scroll down to the “MY KEYWORDS” section and add the specific keywords.
  5. Click and check the boxes to specify the notifications alerts.
  6. To finish this process, make sure to click “Save”.

Approved ministry offices to post on TCP .

There are 8 (eight) ministry offices that presently allow to post notice for their policies, standards and specifications.

These include:

  • Contract Management Office
  • Corridor Management Office
  • Engineering Materials Office
  • Geomatics Office
  • Highway Design Office
  • Maintenance Management Office
  • Structures Office
  • Traffic Office

Consultation stages

The stages that most notices go through include:

  1. Proposal
  2. Review
  3. Decision

Proposal stage

Most notices are in the development or revision stage when we first post them on this portal.

It is called a proposal because we’re proposing to change an existing one or make a new policy, standard or specification.

Most of our proposals:

  • identify what we’re wanting to do
  • give the details
  • link to supporting material
  • provide the option to comment

The comment period

Usually the proposal is posted for a minimum of 21 days. We call this the comment period.

You can submit your comment within the comment period online through this portal

Instructions are provided on how to make a comment.  

Your privacy

Your comment will become part of the public record when you submit it to us.

You must not include personal information, like a:

  • name
  • address
  • telephone number

We will consider your comment and include it as part of the public record if it contains personal information. However, it won’t be posted on the portal for others to see.

Review stage

We review all the comments received and consider them before making a decision.

As the Ministry of Transportation is a public agency, we will consider the content of all comments and they will be weighted equally.

We’ll also decide whether your comment can be posted for others to see. We will not post your comment if it:

  • contains inappropriate or offensive content (language or links)
  • is off topic,
  • contains personal information

Our decision will be noted in the comment status.

There is no time limit for the review stage.

Decision stage

We post our decision and the approved comments after having finished our review.

In our decision, we will let you know:

  • how the comments were taken into consideration
  • the number of comments received
  • the decision on the posting

Exception to this process

There are a few exceptions to the normal consultation process. The notices that do not follow this consultations process are:

  • Exception notices
  • Admin update notices

Exception notices

Exception notices skip the consultation and commenting stage and go directly to the decision.
We post exception notices when there is an emergency
and it could be a risk to wait for public consultation:

  • danger to public health or safety
  • injury or damage to property

Admin update notices

Admin update notices skip the consultation and commenting stage and go directly to the decision.

We post admin update notices when the updates/changes in the document are administrative in nature that does not warrant a review and consultation by stakeholders or public.

Some examples of administrative updates include:

  • Changing the name of the committee
  • Editorial changes – correcting for grammar, spelling, and formatting
  • Updating the date

This feature is used to promote transparency and ensure stakeholders awareness.

Learn what the Ministry of Transportation’s Technical Consultation Portal (MTO TCP) is and what’s on it.

On the TCP

This is the place where you can provide input and take part in the development of MTO technical documentation. The Ministry uses the portal to publicly show technical documents currently under development or undergoing revision and provide an opportunity for comments and suggestions.

We consult with you on the portal by:

  • posting new or revised technical documents that may be of interest to your business, your trade or you personally
  • letting you comment on the documents
  • informing you about where to find the final documents

This includes changes to existing or proposed transportation:

  • specifications
  • non-standard special provisions
  • Ontario Provincial Standards and drawings
  • Technical policies and design guidance
