Decision details
Two comments pertained to the introduction of requirements that movable barriers be listed on the DSM and requested a delayed date for this requirement to be enforced to allow for DSM application packages to be prepared and for production and supply in Ontario to be built up. The third comment contained questions for clarification on DSM requirements, delineators as well as minor suggested corrections.
Effects of consultation
Public comments were received and responded to. MTO agrees to delay the effective date of movable barriers requiring to be listed on the DSM to March 31st 2027 to allow industry to better prepare. Questions requesting various clarifications were responded to and suggested corrections and improvements were adopted as applicable.

Proposal details
Update of OPSS.PROV 741 to remove QMB as a movable barrier option. Also changes status of QMB, allowing it for use as a static barrier on roads with posted speed of 80 km/h or less. Introduction of plant code and date of manufacture identification markings on all movable TCB units, which requires DSM listing for such barriers, starting on contracts awarded after October 31st, 2025.
Update of Standard Special Provision 107S06 to remove the ABSORB 350 crash cushion and add the ABSORB-RZ crash cushion for temporary use.
New MTOD 924.120 for ABSORB-RZ crash cushion installation.
Administrative update to CAIS 741 to reflect date change of OPSS.PROV 741.
No changes to CAIS 723, included for information purposes.
