Changes to the referee testing for RCP results will likely result in more rejections due to the shortened time frame and the larger difference from acceptance result. This is a concrete property that evolves with time, concrete is not given enough time to mature with the current test age - currently borderline results may have enough time to meet the requirement with a referee test.

Is concrete that meets this limit at a slightly later age damaged significantly at the early age when typical best practices are to avoid exposure to chlorides at early ages?

Additionally the MTO restricts the use of SCMs, allowing higher levels of SCMs will improve the RCP result of concrete in the longer term. There is very little that a supplier can do to improve the quality and ensure they will meet this requirement.
