If the Ministry is looking to alienate more readymix suppliers, I believe the penalties embedded within the SP will do just that.
We already have difficulty finding a readymix supplier willing to take on the risk and the onerous administrative needs that the MTO demands.
Much like prestressed girders, you'll be down to one provider and paying 5x the true cost. Thank you for spending our tax dollars wisely.
