Proposal summary
The MTO has developed an ‘Engineering Services Debriefing Guideline’. This guideline is created to help the ministry staff provide debriefings consistently and in compliance with the OPS Procurement Directive. The guideline will ensure the ministry staff and proponents are familiar with the debriefing process. The Guideline is attached for comments.
Proposal details
In accordance with the Ontario Public Service Procurement Directive, for all services procurements valued at $30,300 or more, the Ministry should ensure that all proponents/bidders are offered an opportunity for a debriefing. The Engineering Services Debriefing Guideline is intended to assist Ministry staff in following the best practice for debriefing Proponents/Bidders. The debriefing process is an opportunity for communication between Proponents and the Ministry to better understand the process and to provide improved proposals in the future.
Debriefings are beneficial to all parties involved in a competitive procurement process. Debriefing will recognize the effort a proponent has invested in preparing the submission, and the proponent is provided with information that may assist in improving their future submissions.
