Proposal details
This special provision promotes improvements to tack coat specification by providing range of application rate and introducing various options for field verification of tack coat application rate including new LS-325 procedure and new PH-CC reporting forms for verification of field application rate. This information is critical for analyzing the interlayer shear strength testing results.
MTO has conducted extensive formal consultation with internal/regional staff and tack coat suppliers, asphalt producers and contractors represented by the Ontario Asphalt Pavement Council (OAPC) which is part of the Ontario Road Builders' Association (ORBA).
In this special provision, submission requirements are clarified and include minimum application rate and residual application rate information. The diluted tack coat material requirements are added, and submission of tack coat distributor calibration is required. Range of tack coat application rates are included in addition to minimum diluted, undiluted and residual application rates. Information related to lot and sublot sizes is updated and testing frequency for the Interlayer shear strength testing is also revised.
This special provision now includes verification of field tack coat application rate by using a newly developed LS-325 procedure and appropriate reporting forms (PH-CC-325 and/or PH-CC-326), as applicable. Interlayer shear strength testing data is collected for information purposes, in conjunction with application rates.
