Exception summary

The CAITM comprehensive review is project started in March 2019. The CAIS is the product outcome of this review and replaces the CAITM Parts A and B. Final CAIS files are currently being posted to the MTO Technical Publications site and will be completed by May 4, 2022.

Extensive targeted consultations with internal and external users took place.

Why consultation isn't required

Extensive consultations with internal and external users took place since the start of the review in March 2019 including targeted surveys and workshops before implementation of the TCP to resolve concerns.

Exception details

In March 2019, MTO commenced a comprehensive review of the CAITM. The Construction Administration and Inspection Specifications (CAIS) is the product outcome of this review and replaces the CAITM Parts A and B.

Sections of the 2020 CAITM were integrated using the new CAIS structure, format and content. The CAIS was developed in collaboration with end-user and contributor feedback. The CAIS structure is divided in the 3 Sections as follows:

  1. Section 1: Preamble
  2. Section 2: Contract Administrator Conditions
  3. Section 3: Administration and Inspection Activities

The Section 2 CAIS Clause refers to the “Contract Administration General Conditions”. The purpose of these general CAIS clauses is to cover general requirements for the Contract Administrator including alignment with:

1. MTO’s General Conditions of Contract
2. 100 and 199 General Special Provisions such as: 199F57, 100S22, etc.

The Contract Administration General Conditions breakdown consists of several clauses and include:

  1. Project Management
  2. Communications Management
  3. Management of CA Deliverables
  4. Time Management
  5. Traffic and Environmental Issues Management
    • Environmental
    • Traffic
  6. Contractor Payment and Change Management
  7. Health and Safety

In addition to the Section 2 CAIS General Clauses, Section 2 also includes:

  1. CAIS Meeting templates
  2. CAIS Checklists

The use of the CAIS Checklists are referenced in the CAIS Management of CA Deliverables.

The Section 3 CAIS Clause refers to the “Administration and Inspection Activities”. The Section 3 CAIS standard clauses align with the standard and non-standard Construction and Materials specifications. The purpose of the Section 3 CAIS Clauses is to outline the inspection and administrative requirements for the Contract Administrator to follow for the parent Construction and Materials specification. For example, CAIS 919 outlines the Contract Administrator’s
administrative and inspection requirements for OPSS.PROV 919. Only inspection activities have Levels of Inspection percentages

All Construction and Materials specifications should have an existing standard CAIS available. If users notice there is a CAIS missing, please contact the Contract Management Office, Construction Contracts Section.
