Exception summary

CMO is updating the Instructions to Bidders to meet current standards and requirements in contracts. The update will provide consistency with other ministry tender owners and more defined instructions to our contractors.

Stakeholder engagement has already taken place and comments have been received, addressed and responses provided.

Exception details

CMO is in the process of reviewing forms, guides and procedures and identifying areas that require updates to reflect current best practices and to ensure consistency between similar documents published on various platforms or by various tender owners. CMO recently reviewed the Instructions to Bidders (ITB) and updated the document to ensure consistency of tender documents with other Ontario government entities, and with MTO Qualification Procedures. The review also includes streamlining the conflict of interest process to reduce administrative burden for contractors and MTO. Internal users and ORBA were consulted on the changes and provided their comments. The ministry has addressed comments where appropriate and provided responses accordingly.
