Why consultation isn't required
EXCEPTION – The salt supplier industry has advocated for a revised material specification for sodium chloride that will be consistent with specification requirements from other jurisdictions including the municipal version of OPSS 2502. MTO has conducted targeted advance consultation with effected parties including salt suppliers, highway maintenance contractors, Ontario Road Salt Management Advisory Committee, and internal maintenance staff. Consultation is not required because no objections have been brought forward to MTO through targeted consultation with all impacted stakeholders on the proposed revisions to the specification.
The proposed revisions to OPSS.PROV 2502 will also not impact other specifications in the Contract Preparation System. The proposed revisions also do not impact OPSS.MUNI 2502 which has already adopted ASTM D 632 as the standard for sodium chloride.
Exception details
EXCEPTION
Proposal details related to revisions in the material specification for sodium chloride include:
- Additional QC/QA testing methods and procedures to measure moisture content, insoluble matter, and sodium
chloride in the material.
- Updated sampling procedures as outlined in ASTM D632.
- Change of sodium chloride content from 96% to 95% to provide consistency with ASTM/AAHSTO requirements.
- Adoption of ASTM D632 / AASHTO M 143-14 for gradation.
- Updated to require quality control material test results upon delivery.
- Updated to include referee testing procedure when material does not meet specification requirements.
The following material specification requirements for sodium chloride have not been revised:
- Moisture Content: No changes recommended to requirement of maximum of 1.5%.
- Insoluble Material: No changes recommended to requirement of maximum of 4.0%.
