Effects of consultation
Meetings were held on Dec 12, 2025 and Feb 11, 2026 with MTO and the precast concrete industry (CPCI
and OCPA) as well as other stakeholders (Concrete Ontario, ORBA) to discuss their comments. Responses
provided to all comments received, many changes made to the specification based on comments from
industry. Final email with industry indicated they are satisfied and no additional meetings are required.

Original proposal
Proposal details
The new specification covers the requirements for precast concrete – materials and production. It is accompanied by the Contract Administration and Inspection Specification (CAIS). We are consulting on the entirety of the OPSS and CAIS specifications.
