Survey: Modernizing Vendor Management for Highway Infrastructure. Updated December 9, 2025.

The Ministry of Transportation of Ontario (MTO) is undertaking a Vendor Management Review (VMR) to modernize how we manage pre-qualification, procurement, performance evaluations of service providers and vendors, and dispute resolution for most highway infrastructure projects.

This review will assess current policies and procedures across all components of the vendor management system.

We invite current, past, and prospective service providers and vendors to share feedback - what is working well, what is not, and recommendations for improvement. We also welcome examples of best practices from other jurisdictions. 

Complete the Vendor Management Review surveyIt takes approximately 15-20 minutes to complete and will remain open from December 9, 2025, to January 21, 2026. All responses will be submitted directly to the VMR Office. If several colleagues within your firm or organization wish to provide input, each is welcome to submit a separate response.
