2.6.1 Drawing Numbers

It says what to do if the drawings are preliminary (P1), and it says what to do if the drawings are rehabs (R2-1). But, when I look at the structural sheets of new bridges they are commonly prefixed with "S" (e.g., S1). Should the manual not say that more clearly? Or is the intent to actually drop the "S" for the structural sheets?
