The Ministry of Transportation (MTO) proposes introducing a new Major Projects (MP) Classification of Work in the Qualification Procedures for Contractors. The proposed classification would support procurements that include a Request for Proposal (RFP) component while maintaining the existing classifications of work and financial rating process. 

Proposal details

The Ministry of Transportation (MTO) is proposing a new financial rating formula for the Basic Financial Rating under the proposed Major Projects (MP) Classification of Work. The proposed changes would be incorporated as a supplement to the Qualification Procedures for Contractors.

The proposed MP Classification of Work is intended to support procurements that include a Request for Proposal (RFP) component, where contractor's technical capability is evaluated through the RFP process and financial capacity is assessed by the Qualifications Control Unit. The proposed MP Classification of Work will complement, not replace, the existing classifications of work and their associated financial rating calculations. Procurements may be advertised under both the MP Classification of Work and the applicable existing work classification(s), as appropriate.

The Ministry is seeking stakeholder feedback on the proposed MP Classification of Work and the associated Basic Financial Rating formula prior to implementation.
