The Qualification Procedures for ESP’s will be published in the fall of 2023 to include the updates to the Qualification Criteria for Foundation Engineering Category. Comments received through consultation were considered for the update.

The ministry encourages healthy competition and to support that, we seek more service providers to become qualified in RAQS. The ministry prides itself in being open, fair and equitable, which results in services and deliverables that do not compromise quality of work and safety of the travelling public.

Proposal details

The Ministry of Transportation (MTO) is seeking stakeholder comments on the proposed revisions to the prequalification criteria for specialties in the Foundation Engineering Category. Most notable updates include the following requirements.

Prequalification of at least two (2) key personnel in the High Complexity:

• Minimum three (3) Key Personnel licensed in Ontario with a minimum of 15 years’ experience.

• Minimum one (1) Key Personnel licensed in Ontario with a minimum of 10 years’ experience.

• The Service Provider shall be previously approved in medium complexity for a minimum of 3 years and have demonstrated acceptance performance.

• Identifying one Key Personnel licensed in Ontario with a minimum of 15 years’ experience as MTO Principal Contact.

• The Organization Chart shall show the key staff, responsibility, and reporting relationships.

• Removal of three typical high complexity projects

Prequalification of at least two (2) key personnel in the Medium Complexity;

• Minimum two (2) Key Personnel licensed in Ontario with a minimum of 10 years’ experience.

• Identifying one Key Personnel licensed in Ontario with a minimum of 10 years’ experience as MTO Principal Contact.

• The Organization Chart shall show the key staff, responsibility, and reporting relationships.

• Removal of two typical medium complexity projects.

Prequalification of at least one (1) key personnel in the Low Complexity;

• Minimum one (1) Key Personnel licensed in Ontario with a minimum of 5 years’ experience

• Identifying the Key Personnel licensed in Ontario with a minimum of 5 years’ experience as MTO Principal Contact.

• The Organization Chart shall show the key staff, responsibility, and reporting relationships.

The proposed updates will clarify the prequalification criteria to ensure consistency of the submissions and will facilitate the MTO’s review process.
