The consultation generated several suggestions regarding the proposed changes to the hot in-place recycling specifications. The requirement for multi-stage hot milling was removed from the specification and the use of a Material Transfer Vehicle (MTV) was clarified in the responses. Proposal details
This special provision promotes improvement of Hot In-place Recycling by reducing emissions generated by the process and introducing available state-of-the-art HIR equipment in Ontario.
In this special provision, the HIR equipment is required to use multi-stage hot milling; be equipped with emission control capabilities and be required to meet emission limits; be capable of being modified to a minimum width of 4.5 m; be able to add rejuvenating agent and beneficiating hot mix asphalt with a metering system linked to the volume of material; and use an on-board pugmill to mix the hot milled material and rejuvenating agent.
This special provision sets a maximum temperature of 150 ºC when the hot milled material is heated; contains sampling and material requirements for the rejuvenating agent; requires lift thickness be measured from the compaction cores; and includes a designer option for a Material Transfer Vehicle (MTV) to be used.
The update of this specification includes modification of the following documents:
SSP 111F13 (Amendments to OPSS 1151, April 2021): Clarification of requirements for the design of the beneficiating hot mix asphalt, adds material requirements for the rejuvenating agent, and a designer fill-in to specify a required range of beneficiating hot mix asphalt.
SSP 111S14 (Amendments to OPSS 1101, November 2020): Requirements for additional testing to be carried out on the Recovered Asphalt Cement (RAC) for information purposes only and aligns the RAC requirements with the requirements for RAC from Hot Mix Asphalt (HMA).
