Proposal summary

Feedback will help support a clear, practical, and consistent procurement framework for upcoming Ministry highway infrastructure projects.
Proposal details
Purpose
The Contract Innovations Office (CIO) is inviting interested stakeholders to review and provide feedback on the Progressive Design-Build for Highways (PDBH) Request for Proposal (RFP) Template so that refinements can help inform future PDBH procurements and support successful project delivery.
What We Are Consulting On
Through this consultation, we are seeking input on the PDBH RFP Template that will be used for future PDBH procurements. The template establishes the procurement framework and requirements that will guide proponents and project teams through procurements for projects delivered using the PDBH model.
CIO is seeking input on:
•Clarity of the template documents.
•Procurement processes and submission requirements.
•Commercial and contractual provisions.
•Risk allocation and management approaches.
•Governance, collaboration, and project delivery requirements.
•Opportunities to improve consistency, efficiency, and market readiness for future procurements.
Intended Outcome
Further to the extensive consultation undertaken to date, additional feedback received through the TCP consultation process will be reviewed and considered as MTO continues to enhance the PDBH procurement approach and supporting template documents. Feedback will help inform improvements to the template and support a consistent, transparent, practical, and effective procurement framework for future PDBH projects that supports successful outcomes for both the Ministry and Industry Partners.
