Decision details
MTO will proceed with amendment to RAC specifications SSP 103S58 and SSP 111S15 along with CDED B313 as
well as CAIS 313-04 and CAIS 1101-01. In addition, Table 1 of SSP 111S15 is updated to include the Ash Content
acceptance limits.

Original proposal
Proposal details
NSSP BITU0027 and NSSP BITU0028 are replaced with the SSP 111S15 and SSP 103S58 for Recovered Asphalt Cement (RAC). Primarliy, the contents of the SSPs are similar as for NSSPs BITU0027 and BITU0028. SSP 103S58 amends OPSS 313 for additional Hot Mix Asphalt sampling and testing requirements for RAC. Whereas, SSP 111S15 amends OPSS 1101 for additional testing and acceptance requirements for RAC.
Some changes are proposed that are highlighted in the tracked version of SSPs for the acceptance of Recovered Asphalt Cement (RAC). Section 1101.08.05.03 of SSP 111S15 for RAC highlights to include all testing specified in Tables 1 and 2A as well as binding of referee test results on both the Owner and the Contractor for RAC. Performance grading requirements for RAC acceptance are updated in Table 1 of SSP 111S15.
Section 313.07.09.08 of SSP 103S58 highlights to mention Table 4B in the text for extraction of asphalt cement for RAC.
Additional documents pertaining to SSPs for RAC such as CAIS 313-04, CAIS 1101-01 are also attached to depict the changes as per the current version of SSPs. CDED B313 is also attached in which both SSPs are added in Section 313.5.
