Exception summary

We want to post the NSSP so we can notify stakeholders of the new, mandatory requirement to submit a Declaration for Bidders Interested in Doing Business with the Government of Ontario prior to any Bid being accepted.

Why consultation isn't required

NSSP is required to be implemented immediately to align with TBS Procurement Restriction Policy, no consultation is required.

Exception details

This NSSP aligns with the Procurement Restriction Policy that came into effect March 4, 2025. The Procurement Restriction Policy restricts procurement with U.S.-defined Businesses and requires Ministry’s to implement a formal process to screen out U.S. Businesses prior to bidding. CMO has created this NSSP (and declaration process) to align with the requirements in the Policy which applies to both construction and engineering services.
