Decision summary
The posting was to seek comments for the new “Work Zones” chapter and comment period has since closed. A total of 14 comments were received related to the draft chapter of Work Zones. Comments and responses are attached. The work zone chapter will be updated to reflect the inputs from the comments received. The work zone chapter will become a new chapter in the 3rd Edition of the MTO Design Supplement (MTO DS) 2023 for TAC Geometric Design Guide 2017 and then published on the MTO Technical Publications website.
Decision details
The guidance in this chapter will form part of the MTO Design Supplement. This chapter will be read and applied in conjunction with the latest editions of ministry’s Roadside Design Manual, TAC GDG, MTO DS and the OTM Book 7. The guidance in the work zones chapter has been collected from various well established practicing guides and thorough research publications.

This chapter consists of 9 sections, including: Introduction, Objective and Impact Consideration, Traffic Management Plan, Planning and Mitigation Techniques, Design Principles, Design Controls, Geometric Design Elements, Design of Work Zones, and Roadside Design.
Once finalized, the work zone chapter will ultimately become part of the MTO Design Supplement for Transportation Association of Canada (TAC) Geometric Design Guide (GDG) for Canadian Roads. This is a continuation of our evolution in upgrading the geometric design guidance for ministry’s projects. The proposed chapter is based on engineering research, sound engineering judgement, and best practices employed internationally and especially in USA.
