MTO will proceed with withdrawal of liquid asphalt specification OPSS 1102 (April 2017), the removal of OPS 1152 (Nov 2007), and other updates related to construction specifications. In addition, updates to the emulsified asphalt related specifications will be included.

Proposal details
To support the mandate of the federal government to reduce volatile organic compounds (VOC), MTO will withdraw the OPSS 1102 and OPSS 1152 in related to liquid asphalt which contains high VOC contents. OPSS 304, OPSS 305 and OPSS 307, which contain references to the above liquid asphalt specifications, will also be amended. In the specifications, the liquid asphalt will be eliminated.
Other updates are also included as follows:
OPSS 304 – amendments corresponding to OPSS 1103, items added for Class 1,2,4, 6 Aggregate From Stockpile; added Determination of Aggregate Application Rate table.
OPSS 305 – removed Granular Sealer Type I-a and renamed Type I-b as Type I; replaced some LS references with ASTM references; replaced Residue Solubility in Trichloroethylene test with Ash test.
OPSS 307 - VOC content requirements included as per Environment and Climate Change Canada - Code of Practice for the Reduction of Volatile Organic Compound (VOC) Emissions from Cutback and Emulsified Asphalt, February 2017; materials and testing requirements moved from OPSS 307 to OPSS 1153.
OPSS 1153 - added Proprietary Cold Patching Material to the title; referenced LS-323 Stripping Resistance, LS-289 Workability and LS-290 Cohesion; updated sieve size from 13.2mm to 12.5mm for gradation requirement; included materials and testing requirements previously from OPSS 307.
OPSS 1103 – specified minimum apparent viscosity for high float emulsified asphalt; added new emulsion type, CSS-1P; updated references of AASHTO, ASTM and LS methods; VOC content requirements included as per Environment and Climate Change Canada - Code of Practice for the Reduction of Volatile Organic Compound (VOC) Emissions from Cutback and Emulsified Asphalt, February 2017; replaced Residue Solubility in Trichloroethylene test with Ash test; updated Coating Ability and Water Resistance, Ductility, Force Ductility, Settlement and Storage Stability.
