Decision summary
MTO will implement the new Contract Administration (CA) Appraisal System to evaluate the Service Provider’s performance for CA assignments awarded on or after January 1, 2023. Previously awarded CA assignments shall continue using the CA-4 appraisal form.
Decision details
MTO considered comments received from stakeholders through TCP and will be implementing the new CA appraisal system for all CA assignments awarded on or after January 1, 2023, to evaluate the Service Provider’s performance. The new CA appraisal system is in a form of an Excel spreadsheet including all evaluation definitions. The new system produces monthly evaluation reports which will replace the current Contract Administration Performance (CAP) Reports.
The new CA appraisal system includes seven evaluation categories:
- Category 1: Project Management
- Category 2: Contractor Payment and Change Management;
- Category 3: Quality Process Management;
- Category 4: Communications Management;
- Category 5: Management of Deliverables;
- Category 6: Traffic and Environmental Issues Management; and
- Category 7: Health and Safety.
Each category will be evaluated based on the following evaluation criteria (except Category 7 that will be evaluated on a pass / fail basis):
- Exceeded Construction Contract Administration Agreement (CCAA)
- Substantially met CCAA
- Did not meet CCAA
- N/A
Along with implementation of new CA appraisal system, MTO will update relevant documents, including generic assignment documents and appraisal procedure guides.

Effects of consultation
Conducted TCP consultation in April 2022 for the implementation of the new CA appraisal system. Received stakeholder feedback, which was considered prior to determining the approach and implementation plan.

The Ministry of Transportation is modernizing Contract Administration (CA) Appraisal System in order to make the appraisal system:
• Be more objective and simpler for users;
• Promote provincial consistency;
• Improve communication between MTO and Service Providers;
• Increase appraisal frequency to allow for ongoing feedback and ability to improve performance throughout the duration of the assignment;
• Reflect an accurate provincial average corporate performance rating (CPR).
To implement this new CA Appraisal system, a pilot is being conducted to test the new rating criteria and receive feedback from the stakeholders.
An Excel workbook has been developed to facilitate monthly appraisal, recording of the scores for various activities, and calculate final score. A user guide is enclosed.
