Why consultation isn't required
A formal consultation took place in August 2021 before implementation of the TCP and additional targeted consultation was subsequently implemented to address comments.
MTO has conducted extensive targeted advance consultation with internal staff and with roadside safety contractors represented by the Ontario Road Builders' Association (ORBA) through its Roadside Safety Subcommittee. Further consultation through the TCP is not required because no objections have been brought forward to MTO through targeted consultation with all impacted stakeholders on the proposed modification of the existing Temporary Construction Barrier specification or introduction of new standard drawings.
Exception details
The modification to Special Provision 741S03 introduces a restrained 4.0m Type X Temporary Concrete Barrier and a restrained 12.0m Type Z Temporary Concrete Barrier as Category IV options.
Three new MTO drawings are introduced for the restrained Type Z barrier and one new MTO drawings is introduced for the restrained Type X barrier.
