We are happy to hear that you are moving forward with a 2+1 project on Highway 11. Since the traffic counts are similar on the two proposed sections of highway, we hope that the longer of the two sections would be considered for the pilot to provide better safety to those using the roadway.
The only reason to complete the shorter section first is if after a review of serious accidents along the two stretches to ensure that the section with the higher number of fatal accidents might be completed first.
