Proposal summary
The Modernized Total Project Management (M-TPM) model will retain a single Service Provider to integrate design and construction contract administration (CA) services, creating a more seamless project delivery approach. The Ministry is seeking review and comment on the draft M-TPM RFP Terms of Reference, Appendices and Project Selection Criteria.
Proposal details
The (M-TPM) initiative proposes retaining a single service provider to deliver both engineering design services and construction contract administration (CA) services. The existing Total Project Management (TPM) model encompasses Planning, Preliminary Design, Detailed Design, and functional engineering services, which aligns with the traditional Design-Bid-Build project delivery model. Under the current approach, construction contract administration services are procured separately from engineering assignments.
The objective of the M-TPM initiative is to establish a more seamless, coordinated, and efficient project delivery model by integrating CA services into engineering assignments logically. Through this integrated approach, the Ministry anticipates improved project delivery efficiency, enhanced project outcomes, stronger collaboration among project stakeholders, and increased opportunities for workforce capacity development.
MTO has identified potential risks and challenges associated with integrating CA services into engineering assignments and has developed corresponding mitigation measures to address them. These mitigation strategies have been incorporated into the draft Request for Proposal (RFP) Terms of Reference, and supporting appendices.
Following the finalization of the RFP and appendices, MTO will select pilot assignments and proceed with procurement, utilizing the draft project selection criteria. It is anticipated anticipated that at least one pilot assignment will be procured in each region, with design procurements expected to commence in late 2026 and construction activities anticipated in 2028, where applicable.
