By doing OSIM inspection of many culverts, I noticed that the most deterioration of the culverts are due to corrosion of the rebar and delamination on the soffit and walls and that is caused by ground water seepage through concrete. Since the cost of rehabilitation is much higher than cost of waterproofing, please consider waterproofing of exterior side of walls as well as soffit over entire length of culvert to reduce the repair frequency.
